An Atlanta man stepped out of his car to inspect the damage after hitting a guardrail, and moments later he was dead – hit by an alleged drunk driver, police said.

They have charged the driver who had to be rescued from his burning car Tuesday morning in the incident on the downtown Atlanta interstate ramp, Atlanta police said.

The Fulton County Medical Examiner’s Office has identified the dead man as 31-year-old Mr. Ronnie Bascom, Jr.

Shortly after 2 a.m., officers received the call about the deadly wreck on I-85 southbound near the exit ramp to 17th street, police spokeswoman Officer Kim Jones said.

Witnesses told police Mr. Bascom exited his vehicle, apparently to inspect the damages after striking a guardrail, Officer Jones said.

“Witnesses stated the man was struck by another vehicle that was exiting the expressway,” Officer Jones said.

“The second vehicle crashed into a concrete embankment and burst into flames after hitting the deceased.”

The responding officers pulled the man from his burning vehicle, and he was later transported to Grady Memorial Hospital with non-life threatening injuries, she said.

They found Mr. Bascom’s body nearby in a grassy area, police said.

The driver, Mr. Joshua Taylor, refused to submit to a blood test, and police obtained a search warrant for his blood, Officer Jones said.

Investigators have charged the 35-year-old man with homicide by vehicle and driving under the influence, she said.
